The proposal conflicts with the development plan spatial strategy by locating residential development in open countryside where it does not meet any of the Policy EN1 exceptions, and the Council can now demonstrate a 6.7-year housing land supply, so the proposal does not address a specific local need.
The modest benefits of housing supply and temporary economic boost during construction do not outweigh the identified harm to the spatial strategy and conflict with the development plan
