The proposal conflicts with Strategy 7 of the East Devon Local Plan as it is not explicitly permitted by any specific Local or Neighbourhood Plan policy and no material considerations are sufficient to outweigh this conflict.

The modest sustainability benefits, small-scale biodiversity benefits, and limited weight afforded to anticipated business growth and employment benefits were insufficient to outweigh the significant weight given to the conflict with Strategy 7 of the development plan.
