What decided it
The provision of up to 9 dwellings with a minimum of 50% affordable housing in an area with no five-year housing land supply and very high unmet affordable housing need outweighed the modest harm to character and appearance and less than substantial harm to the World Heritage Site.
The less than substantial harm to the World Heritage Site and modest harm to character and appearance were outweighed by the moderate benefit of housing delivery, the important benefit of affordable housing provision (minimum 50% of 9 dwellings) given demonstrable need and historic underdelivery, and moderate economic and social benefits.
