What decided it

The site is located in open countryside outside the settlement boundary and does not meet any of the exceptions to the locational development strategy, and the relevant development plan policies are not out-of-date, so the presumption in favour of sustainable development does not apply.

The modest benefits of contributing to housing supply were not sufficient to outweigh the significant weight attached to the harm and policy conflict arising from the location in open countryside and the discordant form of development.
