What decided it

The less than substantial harm to the boundary wall, at the lowest end of that spectrum, is clearly and convincingly justified by the public benefits of housing delivery, economic regeneration, heritage conservation through optimum viable use, and environmental improvements, which intrinsically relate to and are indivisible from the scheme itself.
