What decided it

The proposed advertisement would have a harmful effect on visual amenity by introducing an incongruous, continuously illuminated digital display that would erode the visual relief of the pavement and conflict with the muted small-town character of Haslemere, and this site-specific harm cannot be outweighed by broader operational or social benefits under the Advertisement Regulations.
