What decided it

The inadequate separation distance of approximately 9.8 metres between the proposed dwellings and the main elevations of existing houses at Nos 73-76 Reap Lane, combined with the two-storey scale and massing, would result in an overly dominant form of development that unacceptably harms the outlook of neighbouring occupants.
