What decided it

The proposal would create a discordant and dominating feature through loss of mature vegetation, prominent parking hardscaping, and an elongated shallow-pitched roof lacking architectural subtlety and visual subordination, thereby causing severe detriment to local character and appearance contrary to development plan policy.
