What decided it

The significant and cumulative harm to character and appearance, heritage significance, living conditions of Henbury Place residents, and unresolved highway safety concerns outweighed the benefits of housing supply and specialist accommodation provision.

The significant benefits of housing supply, specialist accommodation provision, economic and social benefits, and biodiversity enhancements were outweighed by significant harm to character and appearance, moderate harm to heritage asset significance, considerable weight given to unresolved highway safety concerns, and significant harm to living conditions of Henbury Place residents.
