What decided it

The disproportionate scale of the extensions (205-211.8% increase in volume) exceeds the policy threshold and constitutes inappropriate Green Belt development that is not justified by very special circumstances.

The harm to the Green Belt by reason of inappropriateness and limited harm to openness, to which substantial weight was attached, was not clearly outweighed by the moderate weight given to the appellant's personal health and mobility circumstances and other considerations such as landscaping and energy efficiency benefits.
