Main issues, as the Inspector framed them

  • whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and any relevant development plan policies
  • the effect of the proposal on the character and appearance of the appeal site and surrounding area
  • if the development would be inappropriate, whether the harm to the Green Belt by way of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify it

What decided it

the proposal constituted inappropriate development in the Green Belt causing substantial harm to openness, which was not clearly outweighed by the very limited weight of other considerations, so no very special circumstances existed

the very limited weight attributed to the other considerations did not clearly outweigh the substantial Green Belt harm by way of inappropriateness and harm to openness, together with the harm to character and appearance, and so very special circumstances did not exist
