What decided it
The proposed dwelling's discreet positioning behind established planting and adequate separation distances from neighbours meant it would preserve the character and appearance of the Conservation Area and cause no unacceptable harm to neighbouring living conditions.
No balancing exercise was required as the Inspector found the proposal accorded with the development plan and caused no harm, notwithstanding the Council's inability to demonstrate five-year housing land supply.
