What decided it
The acknowledged unmet need and shortfall in supply of Gypsy and Traveller sites, engaging the presumption in favour of sustainable development under paragraph 11d, outweighed the limited identified harms.
The modest harm from loss of amenity space for the existing dwelling and the limited additional weight from intentional unauthorised development were outweighed by the significant benefits of delivering four Gypsy/Traveller pitches on previously developed land to meet an acknowledged unmet need, such that adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11d of the Framework.
