The significant housing land supply shortfall (2.06 years) meant the most important development plan policies were out-of-date, engaging the tilted balance, which the benefits of housing delivery tipped in the appellant's favour.
The conflict with the development plan (moderate weight) and harm to character and appearance were outweighed by the substantial weight given to housing land supply benefits together with moderate economic benefits, such that the adverse impacts did not significantly and demonstrably outweigh the benefits and the presumption in favour of sustainable development applied.
