The proposal's location outside the settlement boundary in an unsustainable location without access to services and facilities, combined with the moderate material harm to the character and appearance of the rural area, outweighs the modest benefits of housing delivery and self-build provision.
The harm to character and appearance and conflict with the spatial strategy significantly against the proposal outweighed the modest benefits of housing delivery, self-build provision, and the personal circumstances of the appellants, particularly given that a bricks and mortar dwelling is not culturally appropriate for Gypsies and Travellers and alternative housing stock could meet their needs.
