The inability to demonstrate that access to the development could be made safe from surface water flood risk for its lifetime, combined with the site's unsustainable location outside a settlement boundary with poor accessibility to services and facilities.

The benefits of self-build provision, efficient use of previously developed land, and local economic benefits were outweighed by the adverse impacts of the unsustainable location and surface water flood risk, with the presumption in favour of sustainable development not applying due to Paragraph 170 of the Framework.
