The adverse impacts of granting planning permission, particularly harm to highway and pedestrian safety and inadequate living conditions, significantly and demonstrably outweighed the limited benefits of housing provision and environmental credentials, such that the material considerations did not indicate determination other than in accordance with the development plan despite the Council's inability to demonstrate a Framework-compliant housing land supply.
