What decided it
The Council's inability to demonstrate a 5-year housing land supply (2.74 years) engaged the tilted balance under NPPF paragraph 11(d)(ii), and the significant benefits of housing delivery and self-build provision outweighed the limited adverse impacts on character and appearance and the low-level heritage harm.
The adverse impacts of granting permission (limited harm to character and appearance from certain viewpoints, and less than substantial harm towards the lower end of the scale to listed building significance) do not significantly and demonstrably outweigh the benefits arising from providing additional housing stock of a self-build nature, together with economic benefits and public open space, in the context of a significant shortfall in housing land supply.
