The benefits of housing delivery in an area with poor supply (3.18 years) and under-delivery against targets were outweighed by the unacceptable impacts on highway safety, limited harm to character and appearance, and the decisive adverse effect on the integrity of a protected habitats site which engaged the Conservation of Habitats and Species Regulations.
