What decided it

The appeal scheme would preclude delivery of a family dwelling prioritised by the Local Plan and would fail to make efficient use of the site, contrary to the Framework's promotion of effective land use in meeting identified housing needs, and this harm substantially outweighed the limited benefits of delivering one studio flat.

The limited benefits of delivering one small dwelling (neutral contribution to supply given the extant permission, small social and economic benefits) were substantially outweighed by the failure to meet the Borough's prioritised housing needs for family housing and the inefficient use of land, such that the presumption in favour of sustainable development did not apply.
