What decided it

The engagement of paragraph 11(d) of the NPPF due to the Council's inability to demonstrate a 5-year housing land supply, combined with the significant contribution the proposal would make to meeting housing and self-build housing demand, outweighed the conflict with the development plan.

The conflict with the development plan was outweighed by the significant benefits of delivering 21 dwellings (including 13 self-build and custom-build plots) to address the district's housing land supply shortfall (2.74 years) and meet statutory self-build housing demand, together with modest social, economic and environmental benefits, against minor negative weight for loss of best and most versatile agricultural land and no material harm to other considerations.
