What decided it
The substantial weight required by NPPF paragraph 125c) for brownfield housing development, combined with the Council's inability to demonstrate a 5-year housing land supply, meant the appeal had to be allowed unless substantial harm would be caused, which the Council had not alleged.
The visual improvements to the building's appearance and the benefits of housing delivery on brownfield land outweighed the limited harm to the streetscene from increased bulk and height, and any concerns about the listed building setting
