What decided it

The continued presence of the dividing wall between the two units and the fenestration arrangement in the rear elevation from August 2021 onwards proved the development was not carried out in accordance with the 2021 planning permission, and the appellant's evidence was insufficient to show the 2022 permission was completed before any internal alterations.
