What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the substantial/significant benefits of market and affordable housing delivery outweighed the limited identified harms.
The significant weight attached to boosting housing supply and the substantial weight given to affordable housing delivery, together with moderate economic, open space and biodiversity net gain benefits, were found to outweigh the small harms to character and appearance and settlement gap and the limited harm from loss of BMVAL, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under paragraph 11(d)(ii) of the Framework.
