The moderate less than substantial harm to the listed building's significance and harm to the National Landscape, combined with the absence of sufficient public benefits to outweigh this harm, resulted in conflict with the development plan and statutory duties under section 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and section 85(A1) of the Countryside and Rights of Way Act 2000.
