Main issues, as the Inspector framed them
- whether the proposal is appropriate in the countryside having regard to the Council's spatial strategy
- the effect of the proposal on the character and appearance of the area, having particular regard to the effect on the High Weald National Landscape
What decided it
The substantial harm to the High Weald National Landscape arising from the introduction of a large, elevated, visually intrusive dwelling on a prominent undeveloped plot clearly outweighed the benefits of self-build housing delivery and modest housing supply contribution.
The harm from conflict with spatial strategy (limited weight) and substantial harm to the National Landscape (great weight) clearly outweighed the significant weight given to self-build housing provision and the modest weight given to housing supply contribution, resulting in dismissal.
