What decided it
The failure to demonstrate that surface water drainage could be sustainably achieved without increasing flood risk elsewhere, combined with the conflict with the spatial strategy of the development plan, meant the adverse impacts significantly and demonstrably outweighed the benefits of housing delivery.
The significant weight given to housing delivery benefits and brownfield use was outweighed by the considerable weight attached to unresolved flood risk concerns and the limited weight given to spatial strategy conflicts (as those policies were out of date due to the lack of five-year housing land supply), resulting in the combined harms significantly and demonstrably outweighing the benefits.
