What decided it

The Council's inability to demonstrate a 5-year housing land supply engaged the tilted balance, and the significant benefits of housing delivery outweighed the limited and conditional noise harm to the detached dwelling residents.

The significant benefits of housing delivery (given the 2.74-year supply shortfall), moderate economic benefits, and moderate benefits to the conservation area outweighed the limited noise harm to the detached dwelling residents, which would only occur on occasions when they chose to sleep with windows open.
