What decided it
The engagement of paragraph 11(d) of the Framework due to the Council's inability to demonstrate a five-year housing land supply, combined with the site's sustainable location with access to day-to-day facilities and public transport, meant that the modest conflict with development plan policies was outweighed by the benefits of housing delivery.
The conflict with development plan policies restricting countryside housing was afforded moderate weight, but this was balanced against moderate weight given to the benefits of the proposal (housing delivery in a context of significant shortfall, modest economic and social benefits, and accordance with the Framework's sustainability aims), with the tilted balance under paragraph 11(d) weighing substantially in favour of the scheme.
