What decided it
The unacceptable impact on highway safety from inadequate visibility splays and forward visibility, requiring vehicles to reverse along Springfield Lane with danger to pedestrians and cyclists, outweighed the housing benefits even under the tilted balance.
The significant positive weight given to the delivery of nine dwellings on a sustainably located site and housing benefits was outweighed by the considerable negative weight accorded to highway safety harm and moderate negative weight to the loss of a section of locally listed wall, such that adverse impacts significantly and demonstrably outweighed benefits when assessed against the Framework as a whole.
