Main issues, as the Inspector framed them
- Whether the proposal would be suitably located having regard to relevant development plan policies concerning the location of housing
- Whether the proposal would contribute towards meeting an identified need for older people's housing
- The effect of the proposal on the Area of Special Historic Landscape Interest (ASHLI)
- The effect of the proposal on the Area of Amenity Importance (AAI)
What decided it
The proposal's unsustainable location outside the settlement boundary, combined with the lack of demonstrated local need for older persons housing and the harmful effects on the designated historic landscape and amenity areas, meant the adverse impacts significantly and demonstrably outweighed the benefits under paragraph 11(d)(ii) of the Framework.
The adverse impacts of unsustainable location, lack of identified local need for older persons housing, and limited but harmful effects on the ASHLI and AAI significantly and demonstrably outweighed the economic, social and environmental benefits of the proposal when assessed against the policies of the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
