What decided it

The site's location in the countryside outside any settlement boundary, combined with the failure to demonstrate the building is redundant or disused under Policy LP04 part 2, and the absence of evidence of no demand for holiday use under Policy LP13, means the proposal is unsuitable for residential use and conflicts with the development plan.

The modest contribution to housing supply and environmental benefits of reusing an existing structure were outweighed by the conflict with the development plan and the unsustainability of the location, particularly given the Council's demonstrated five-year housing land supply.
