Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, having regard to its location, the proposed land use and the amount of development with particular regard to whether the development would be in a suitable location having regard to the development strategy and access to services and facilities, and the effect of the development on the character and appearance of the area

What decided it

The site's unsustainable location away from settlements with no reasonable public transport opportunities and reliance on private car access for day-to-day needs, combined with conflict with the development strategy, outweighed the benefits of housing and self-build delivery.

The benefits of additional housing delivery and self-build supply (to which limited weight was attached) were significantly and demonstrably outweighed by the adverse impacts of conflict with the settlement strategy and lack of sustainable transport access, applying the tilted balance under paragraph 11dii of the Framework.
