The significant weight afforded to the harm and development plan conflict arising from the inappropriateness of the location for a dwelling significantly and demonstrably outweighed the benefits of the proposal when assessed against the policies in the Framework taken as a whole, notwithstanding the housing land supply shortfall of less than 3 years.
