What decided it

The conflict with the spatial strategy was outweighed by the small contribution to housing supply in a location with access to sustainable transport modes and the significant shortfall in five-year housing land supply, to which substantial weight was afforded, together with limited weight for economic benefits; the presumption in favour of sustainable development therefore applied.
