The inadequate forward visibility (approximately 30 metres) between the proposed access and the roundabout exit, well short of the 40 metre stopping sight distance required for a 30mph road, which was not shown to avoid a highway safety risk.
The moderate weight given to the economic, land-use and biodiversity net gain benefits of the access was outweighed by the significant weight given to the harm to highway safety, and the appeal was dismissed.
