What decided it

Although the Council's delay in decision-making and incomplete communication were frustrating, the Inspector found no unreasonable behaviour because the Council had explained the delays and produced a clearly substantiated Officer Report, meaning the applicant was not put to unnecessary or wasted expense in testing the Council's planning judgement at appeal.
