What decided it

The site's location outside any settlement in the Green Belt with poor access to services and public transport, combined with the significant adverse impact on Green Belt openness, cannot be justified by the limited benefits of two self-build dwellings, and no very special circumstances exist to permit the development.

The significant harm to the openness of the Green Belt and the unsustainable location weighed substantially against the proposal, outweighing the limited benefits of housing delivery and self-build provision, even where the Council cannot demonstrate a five-year housing land supply.
