What decided it

The proposed development fails to comply with the mandatory statutory requirement to deliver at least 10% biodiversity net gain under Schedule 7A of the Town and Country Planning Act 1990, with no mechanism to secure this objective.

The moderate benefits of housing delivery and socio-economic benefits were significantly and demonstrably outweighed by the substantial weight of the biodiversity-related conflicts with Schedule 7A of the Town and Country Planning Act 1990 and Policy NE3 of the development plan.
