What decided it
The Council's inability to demonstrate a five-year housing supply (1.7 years) engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), and the adverse impacts of granting permission would not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
The moderate negative weight of conflict with the development plan's spatial strategy was outweighed by the moderate positive weight of housing delivery benefits, economic benefits, and conservation and enhancement of the South Downs National Park setting, with great weight given to the statutory duty under the Countryside and Rights of Way Act 2000 to conserve and enhance the natural beauty of the National Park.
