What decided it
The severe shortfall in housing land supply engaged the tilted balance, and the very significant benefits of housing delivery (including affordable housing) were not significantly and demonstrably outweighed by the diminished-weight conflict with the development plan and Neighbourhood Plan.
The very significant benefits of market and affordable housing delivery, together with moderate biodiversity, social and economic benefits, outweighed the modest-to-considerable weight afforded to conflict with the development plan and the Henfield Neighbourhood Plan, so the presumption in favour of sustainable development applied and the appeal was allowed.
