Main issues, as the Inspector framed them
- Whether or not the proposal would be acceptable in respect of flood risk having regard to national and local policies and guidance
What decided it
The failure to apply the sequential test and demonstrate that no sequentially preferable alternative sites were available for the development, combined with the unresolved question of whether flood risk would be increased elsewhere through the surface water drainage scheme.
The employment benefits of up to four full-time jobs were afforded reduced weight because the sequential test had not been passed and the same benefits could potentially be achieved on a sequentially preferable site; the significant weight afforded to the conflict with flood risk policy and the Framework was not outweighed by these benefits.
