The absence of a detailed mitigation strategy or certainty that a badger licence would be granted meant the proposal could not satisfy the requirement to protect protected species habitats, and combined with moderate harm to character and appearance, the adverse impacts significantly and demonstrably outweighed the housing benefits.
The moderate positive weight afforded to housing delivery and other benefits was significantly and demonstrably outweighed by the significant negative weight given to potential damage to badger habitats and the moderate negative weight given to harm to character and appearance.
