Main issues, as the Inspector framed them

  • The main issue of the appeal is the effect of the proposed development on residential amenity with particular regard to noise.

What decided it

Cumulative uncertainties and shortcomings in the noise evidence meant the Inspector could not be satisfied that the development would not unacceptably harm the living conditions of nearby residents through noise.

The energy efficiency and economic benefits, including job creation, were attached some weight, but did not outweigh the significant weight given to the harm to residential amenity from noise.
