The unmitigated significant adverse effect on the Ashdown Forest SPA, combined with the failure to provide satisfactory living conditions and harm to character and appearance, meant that the strong reason to refuse under paragraph 11(d) of the NPPF applied and the tilted balance could not be overcome.
The provision of an additional dwelling carried limited weight, while the failure to be sympathetic to local character and failure to provide a high standard of amenity carried significant weight, such that the adverse impacts significantly and demonstrably outweighed the benefits under paragraph 11(d) of the NPPF.
