The proposed advertisement would disrupt the pleasant and high-quality sightlines towards the listed buildings and diminish their significance through its scale, siting, design and illumination, thereby causing unacceptable harm to amenity.

The limited and speculative benefits of the proposal, including business rates and emergency messaging provision, were insufficient to outweigh the harm to amenity caused by disruption to the setting of the listed buildings.
