The adverse impacts from conflict with Policy SWDP 2 of the Local Plan and Policies MnGr 1 and RE 2 of the Neighbourhood Plan (moderate harm) do not significantly and demonstrably outweigh the substantial benefits of the proposal when assessed against the Framework as a whole, particularly the delivery of four dwellings in an area with a chronic housing shortfall and contribution to affordable housing.
