What decided it
The significant shortfall in the Council's housing land supply (2.97 years) triggered the tilted balance under Framework paragraph 11(d), and the benefits of delivering an additional dwelling in a sustainable location substantially outweighed the limited harm to the Valley Park character.
The limited adverse impact on character and appearance and the Valley Park, given substantial weight, was outweighed by the substantial weight given to housing delivery in a sustainable location in the context of a significant shortfall in deliverable housing sites, applying the presumption in favour of sustainable development.
