the public benefits of the scheme (housing delivery against a shortfall in supply, affordable housing contribution, use of previously developed land, heritage restoration, economic and biodiversity benefits) outweighed the less than substantial harm to the Conservation Area, and the adverse impacts of approving the development did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole, so the presumption in favour of sustainable development applied
