What decided it

The substantial harm to the character and appearance of the surrounding area caused by the cumulative intensification and departure from the established pattern of development outweighed the modest housing benefits.

The modest boost to local housing supply and the sustainable location were afforded moderate weight in favour, but this was substantially outweighed by the significant harm to character and appearance and the failure to secure well-designed development, resulting in adverse impacts that significantly and demonstrably outweighed the benefits under paragraph 11(d) of the Framework.
